Housing Services

What is affordable housing?

According to the U.S Department of Housing and Urban Development, housing is deemed affordable if tenants spend no more than 30% of their income on rent, including utilities. The Metropolitan Council of Minnesota further defined affordable housing to include low and moderate income families and individuals. To be considered "low income", the annual income of a household must be at or below 80% of the Area Median income (AMI), as determined by HUD. The rule applies to the 13-County Minneapolis-St. Paul-Bloomington metropolitan statistical area.

What is our role?

  • We are providers and educators on the important issues of housing.
  • We interpret rules and regulations pertaining to Section 8 subsidized housing and voucher program.
  • We provide the tools necessary to access information on affordable housing in Minnesota.
  • We educate clients on all the subjects relevant to landlord-tenant relations, responsibilities and tenant rights.
  • Our staff are trained to assist clients with an application process for affordable housing.
