According to the U.S Department of Housing and Urban Development, housing is deemed affordable if tenants spend no more than 30% of their income on rent, including utilities. The Metropolitan Council of Minnesota further defined affordable housing to include low and moderate income families and individuals. To be considered "low income", the annual income of a household must be at or below 80% of the Area Median income (AMI), as determined by HUD. The rule applies to the 13-County Minneapolis-St. Paul-Bloomington metropolitan statistical area.
