The U.S. Department of Housing and Urban Development (HUD) defines housing as “affordable” if housing occupants spend no more than 30% of their income to pay housing costs, including utilities. The Metropolitan Council in Minnesota defined affordable housing as housing that is affordable to low and moderate income families. The Metropolitan Council considers a household to be “low-income” if its annual income is at or below 80% of the Area Median Income (AMI) for 13-County Minneapolis-St. Paul-Bloomington metropolitan statistical area as determined by HUD.
